MARPA Competitive Grant Announcement

NOTICE OF FUNDING OPPORTUNITY

The Arizona Coalition to End Sexual and Domestic Violence (ACESDV)
issues the
Maricopa County Domestic Violence Reduction Program Grant Funds Application (Competitive Grant)
 RGFA (Request for Grant Funds Application) Solicitation for the
Maricopa County American Rescue Plan Funds.

The grant invests in proposed new or expanded programs to support: Community Based Services, Shelter Services, Lay Legal/Legal Services, Counseling Services, Hotline/Helpline, Direct Financial Assistance, and all other services that promote support and healing for survivors of domestic and/or sexual violence within Maricopa County, Arizona.

  • Prospective Applicants are strongly encouraged to read the RFGA in its entirety before submitting Applications, to ensure that all requirements in the RFGA are understood prior to preparing application materials.

SOLICITATION DUE DATE/TIME:

  • The deadline for submission of an application is on or before 5:00 pm (Arizona time) on January 31st, 2022.

PRE-APPLICATION CONFERENCE CALL

  • Prospective applicants are encouraged to attend a non-mandatory virtual pre-application conference on Wednesday, December 15th, 2021, at 1:00 pm (Arizona time). The virtual pre-application conference will be hosted online via Zoom.

SUBMITTAL LOCATION

  • Applications for this program will only be accepted through ACESDV’s Coalition Manager Grant Management portal. Click the link for: Maricopa County Domestic Violence Reduction Program Grant Funds Application- Competitive Grant

GRANT TERM:

  • Grant term date is November 1, 2021, ending on October 31st, 2022.

Eligible Applicants:

Non-profit Organizations, Native American Tribal Communities, and School districts or higher education organizations that provide services to survivors of domestic violence and/or sexual violence within Maricopa County.

Eligibility Criteria:

  • Applicant Agency is a registered 501(c)(3) tax-exempt organization.
  • Applicant Agency is a qualified domestic and/or sexual violence service provider.
  • Applicant Agency is required to serve residents of Maricopa County.
  • Applicant Agency certifies its service standards and policies follow the Arizona Domestic Violence Service Standards and/or Arizona Sexual Violence Service Standards. Links to Arizona Service Standards are under the Definition Section in the Application Instructions Guide.

    Grant Question:

    Would we be eligible to receive grant funding if we offered a youth-led, survivor-driven Trauma Informed Primary Prevention program designed to address and prevent domestic and sexual violence? Our intended service beneficiaries are underserved communities to include youth and adults and secondary survivors. Please and Thank you.

    Intended Service Beneficiaries-
    • Adult (over 18) victims of domestic and/or sexual violence
    • Adult (over 18) victims of childhood sexual abuse and/or domestic violence
    • Underserved communities, including but not limited to persons with
    disabilities, Deaf and hard of hearing survivors, formerly or currently
    incarcerated survivors, LGBTQ+ survivors, immigrant/refugee survivors, Native
    American/Indigenous survivors, survivors of color, older survivors (55+)
    • Secondary survivors (i.e., individuals experiencing traumatic impacts due to
    the domestic violence and/or sexual violence victimization of someone close
    to them, such as a friend or family member.

      Yes, please apply for the MARPA Covid 19 Grant Funds ( Competitive Grant). The Grant Selection Committee will review your application then I will send their recommendations to the county to make the final determination.

    Hello,
    I am very confused by what you are looking for in column E of the ISB under Personnel. What do these actually mean? Can you give an example? Thank you

    ·         *A = % Administrative Functions: the percentage of expenses that are budgeted towards indirectly supporting the delivery of a service.  
    ·         D = % Direct Service Functions Expenses that are budgeted towards the actual delivery of a service.

    Grant Question:

    A New Leaf are requesting funding for several salaried positions for a rape crisis center in the East Valley, and one of these positions would be a legal advocate, who would help clients navigate legal and law enforcement services. While this is a single program, would we be required to 2 separate applications for each service area, one that would fund the legal advocate, and another that would fund the other staffing positions? Or would this all be included under a single proposal?

      Thank you for submitting your questions. You would only submit one application for the program since the legal advocate is a staff within the program and not a separate service/program. Please provide complete details within your application.

    Are we allowed to include financial services for survivors (i.e. rent, utilities, assistance with legal fees) in the community-based application?

      Yes, you can include financial assistance for survivors as long as is not to provide direct payments to survivors.

    How do you certify Applicant Agency certifies its service standards and policies follow the Arizona
    Domestic Violence Service Standards and/or Arizona Sexual Violence Service
    Standards for the proposal?

      You will need your agency’s policy showing you have adopted and follow the Arizona
      Domestic Violence Service Standards and/or Arizona Sexual Violence Service
      Standards plus your the Executive Director/CEO signing the application is certifying that the agency has adopted and is/will follow the standards.

    Can we combine Triple P training for DV Advocates and marketing outreach collaterals into one application under “One or combination of” or does it need to be separate applications? If separate applications are needed – would marketing outreach collaterals be captured in one or combination as it would cover a plethora of services? – would Triple P be considered Community-Based Services?

      Triple P is considered professional development. – As far as whether it was community-based service it would depend on the implementation of the program. Is it truly community based, or is it still site-based but bringing in the community. Please apply, but you will need to be aware of the need to be accessible to the community. For example, it would if the DV Advocates who complete this training will be able to facilitate this training in shelters and out in the community.
      Triple P training would be considered professional development for DV Advocates and so yes, it could be included in one application with the marketing outreach allocations if the funds are intended to be used for the same program, but if they are for two separate programs you will need to submit two applications.

      The budget being submitted for the competitive grant is for one year then agencies awarded funding will submit a renewal at the end of this year grant term.
